中化建国际 （以下称为“招标代理机构”）受中海壳牌石油化工 （以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.本次招标不接受代理商投标。投标人应为本次投标所投产品的制造商。如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝
Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）资质要求Qualification requirement:
A.投标产品制造商应取得覆盖本次投标产品且有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造）及《特种设备型式试验证书》（压力管道元件）。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（ info-pub/pub）核实。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform ( info-pub/pub).
B.投标人应提供阀门所集成的阀门定位器的《产品防爆合格证》，由国家授权防爆认证机构颁发。投标时提供扫描件。
The bidder shall provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the integrated explosion-proof valve positioners.The scanned copy of the original shall be provided during bidding.
（3）业绩要求Requirement for Bidder's reference:
2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在中国境内应具有2套乙烯装置的气动调节阀合同业绩，且满足以下要求：
a.每个合同气动调节阀数量大于或等于30台且设计温度≤-45℃，且包含1台设计温度≤-160℃的气动调节阀。
b.提供的2个合同业绩中，至少有1个合同应包含1台口径大于或等于14”且设计温度小于等于-45℃的气动调节阀。
同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall hA/Ve two supply contracts of Pneumatic Control Valves for Ethylene Plant , and meet the requirements simultaneously:
a.Each contract must include no fewer than 30 pneumatic control valves with a design temperature of ≤-45°C, and at least one pneumatic control valve with a design temperature of ≤ -160°C.
b.Among the two contract performances provided, at least one contract should include one pneumatic control valve with a diameter greater than or equal to 14" and a design temperature ≤ -45℃.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、货物数量、口径尺寸、设计温度。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should hA/Ve signatures or seals from both parties, international trade contracts should hA/Ve signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods、valve size、design temperature.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from July 15, 2025 to July 23, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
