中化建国际 （以下称为“招标代理机构”）受中海石油（中国） （以下称为“招标人”）委托，就渤中26-6油田开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ26-6 OIL FIELD DEVELOPMENT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：渤中26-6油田开发项目（一期）是自营油气田开发项目。渤中26-6油田位于渤海中部海域。计划新建1座中心平台、1座井口平台，新建2条平台间混输海底管道，新建1条平台间高压注气海底管道，新建1条外输干气海底管道，新建2条平台间海底电缆，依托平台改造。
Project Summary：Bozhong 26-6 Oilfield development project (Phase I) is a self-run oil and gas field development project. Bozhong 26-6 oilfield is located in the central Bohai Sea. It is planned to build 1 central platform, 1 wellhead platform, 2 interplatform mixed transport submarine pipelines, 1 interplatform high pressure gas injection submarine pipeline, 1 interplatform dry gas pipeline, and 2 interplatform submarine cables to rely on the platform transformation.

3. 对投标人的资格和业绩要求：

（3）业绩要求Requirement for Bidder's reference:
★ 离心泵橇块需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，DNV，CCS，BV）对离心泵设备整体进行检验并获得检验证书。
The Centrifugal Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Centrifugal Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, DNV,CCS, BV.
★ 自2012年1月1日起至投标截止日（以合同签订时间为准），投标人所投产品的制造商应具有至少2台原油外输泵（排量≥215 m3/h、扬程≥400m、BB3泵型、介质：原油）的供货业绩，并提交相关业绩证明文件；
投标人须按规定格式提交业绩表，业绩证明文件包括但不限于：销售合同原件扫描件和到货验收证明文件。业绩证明文件按至少体现以下内容：合同首页、签字盖章页、合同签署时间、货物名称、技术参数（排量≥215 m3/h、扬程≥400m、BB3泵型、介质：原油）、供货数量，到货验收证明文件。未提供以上文件或提供文件无法满足上述要求的视为无效业绩。。
The bidding products that meet the requirements of this project (capacity ≥215m3/h，head≥400m，BB3，Medium is cruel oil) should hA/Ve two or more sets of application performance within ten years and hA/Ve a good record of stable operation ; The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: Copies of sales contract (including relevant technical attachments); The arrival acceptance certificate materials signed and sealed by the user
The supporting documents submitted by the bidder must at least show the following contents: name of goods, quantity to be supplied, the main parameters of centrifugal crude oil pump（capacity,head,type,Medium）. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 11 April, 2023 to 18 April 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
