3、投标人资格要求
投标人应具备的资格或业绩:对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:（1）资格要求 Requirements for Qualification of Bidder A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投标人应为本次投标所投产品的制造商或者授权代理商。
如果投标人是代理商，则须提供制造商有效授权书（授权书格式见第一册 第四章 IV-9-4 ）；如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。
不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。
同一产品制造商和代理商同时参与投标，应当否决该制造商和代理商的投标。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.投标文件中提供制造商授权书的中标候选人，应在中标候选人公示后 3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人
